Recently, the State Council issued the National Fitness Program (2021–2025) (hereinafter referred to as the “Program”), setting forth development goals for 2025 and eight key areas of action, and laying out plans to promote a higher‑level development of national fitness in the period ahead, thereby better meeting the public’s needs for physical activity and health.

On August 4, students at Yuanyimingcheng Primary School in Yaohai District, Hefei, Anhui Province, were engaged in softball training. The school has introduced the sport as a signature extracurricular activity, hiring professional coaches to guide the students’ practice.
“The foundation of a strong sporting nation lies in mass participation in sports.” Since China established National Fitness Day in 2009 and elevated national fitness to a national strategy in 2014, public services for fitness have improved markedly, with a steady expansion of facilities and venues. Public enthusiasm for using physical activity to enhance health has continued to grow, and during the 13th Five-Year Plan period, the proportion of people who regularly engage in physical exercise reached 37.2 percent. Steady progress in promoting nationwide fitness has added a healthy underpinning to people’s pursuit of a happier life.
Revitalize venue facilities and promote smart fitness.
Where can people go to work out? This is a topic of great public concern and the first issue that must be addressed to elevate national fitness to a higher level. In response, the Plan explicitly states: “Build or renovate and expand more than 2,000 fitness facilities, including sports parks, mass fitness centers, and public sports venues, and ensure that over 5,000 towns and subdistricts are equipped with adequate fitness equipment and facilities.”

The Chun’an Velodrome for the Hangzhou Asian Games is situated on the shores of Qiandao Lake, nestled between mountains and water, with stunning scenery. Construction is now in its final stages, and project acceptance is expected to be completed by the end of September.
Efforts to expand fitness facilities through multiple channels are underway across the country. In Beijing’s Xicheng District, vibrant health trails have been built between closely packed buildings, allowing nearby residents and office workers to stretch their muscles and joints right outside their doors. Meanwhile, in Ningbo, Zhejiang, previously overlooked, underutilized spaces beneath elevated bridges have been repurposed into popular urban “golden corners and silver edges” for sports and fitness.
“Compared with expanding new capacity, revitalizing existing facilities is even more critical and represents the key to overcoming space‑related challenges. We can assess and monitor the number of days public sports venues are open and their average visitor numbers, while exploring the introduction of third‑party management and operations,” said Li Xiangru, a professor at the Capital Physical Education College. Zhao Aiguo, Director of the Public Services Division of the Mass Sports Department of the General Administration of Sport of China, added: “The Plan calls for digitally upgrading and transforming more than 1,000 public sports venues. By leveraging modern information technologies, we can create integrated online‑offline fitness environments that not only meet the public’s diverse exercise needs but also encourage innovative operational models and elevate service standards.”

On August 20, the visitor center at the public pier of Hainan Province’s Haikou National Sailing Base was wrapping up its final construction work and is expected to open in October. The three-story building, with a total floor area of 1,802 square meters, will provide visitors with more comprehensive services upon completion.
In response, sports enthusiasts in Jiaxing, Zhejiang, have expressed strong appreciation: within the local “Yundongjia” smart‑sports community, users can gain access to public gyms, cage‑style soccer fields, and other facilities simply by facial recognition, while also checking facility availability and registering for events online. “With well‑chosen locations, high‑quality amenities, affordable prices, and an excellent user experience, people are highly motivated to participate,” said Wang Lei, Director of the Jiaxing Municipal Sports Bureau. On a digital display at the bureau, real‑time data on the number of participants, total exercise duration, and age distribution within the “Yundongjia” smart‑sports community are clearly presented. “By leveraging digital tools to enable closed‑loop management, we’ve significantly boosted operational efficiency and can now deliver even more targeted services for promoting nationwide fitness,” Wang Lei added.
Event-driven initiatives promote scientific fitness.
In recent years, localities have leveraged their regional characteristics to innovate mass‑participation sports activities. As the first rays of the New Year sun illuminated Jianglang Mountain in Zhejiang, thousands of fitness enthusiasts climbed the steps, welcoming the new year with the traditional practice of mountain climbing. Meanwhile, Xiamen, Fujian, has turned its “Siming Sports Fashion Season” into a signature urban event, with a variety of competitions—such as urban trail running, archery, and freestyle rope skipping—widely popular among participants.
Such mass‑participation sports events will become increasingly common in the future. The Plan explicitly supports localities in organizing such events and encourages cross‑regional collaboration to build branded mass‑fitness sporting initiatives. “Expanding the supply of sports events can promote and popularize various disciplines, helping people gradually develop regular exercise habits and a corresponding consumption pattern. At the same time, high‑quality events can boost venue utilization, attract private investment, and stimulate economic and social development in the host regions,” said Zhao Aiguo.
As the Beijing Winter Olympics draw near, public enthusiasm for ice and snow sports has reached an all-time high, with the goal of hosting a streamlined, safe, and spectacular Games closely aligned with promoting nationwide fitness and driving the leap‑forward development of ice and snow sports. The integration of ice and snow sports into schools is steadily advancing, with young, innocent faces brimming with anticipation; meanwhile, the “National Mass Ice and Snow Season,” now in its seventh consecutive edition, bridges the north and south, consolidating and expanding the achievements of engaging 300 million people in ice and snow activities.
On the other hand, public enthusiasm for fitness is soaring, yet professional guidance remains relatively scarce. This, in fact, presents a valuable opportunity for community sports organizations and sports instructors to showcase their expertise. In Rizhao City, Shandong Province, a model comprising “one general sports federation, two mass-sports associations, and ‘N’ single-sport associations” has been adopted to achieve full coverage of grassroots sports organizations. More than 19,000 community sports instructors are actively engaged in neighborhoods and townships, disseminating knowledge on scientific fitness and providing guidance on fundamental athletic skills.
Promote integrated development and unlock diversified value.
Deepening the integration of physical education and sports, advancing the integration of sports and healthcare, and fostering the convergence of sports and tourism—these efforts to promote the integrated development of national fitness constitute a major highlight of the Plan.
The education philosophy of “health first” calls for a return of physical education to the very essence of education. To advance the integration of physical education and academic instruction, it is essential to fully recognize the multifaceted value of sports in the development of young people. At Ronghu Primary School in Guilin, Guangxi, the school has designed a “elective-plus‑compulsory” physical‑education curriculum based on students’ needs, enabling them to master one or two athletic skills and cultivate a habit of regular exercise.
“From the introduction of ‘integration of physical activity and medicine’ in the ‘Healthy China 2030’ Planning Outline to the recent proposal of ‘integration of physical activity and health care’ in this Plan, both underscore the pivotal role of physical activity in proactive health interventions,” said Zhao Aiguo. “Many localities have already established scientific fitness clinics, conducting valuable explorations in promoting exercise-based interventions for common chronic diseases, prescribing personalized exercise regimens, and strengthening evidence‑based fitness guidance.”
“Sports-tourism integration has two key pillars: leveraging branded sporting events to attract tourists and embedding sports elements into tourist attractions and itineraries. This approach can play a significant role in breaking the bottlenecks hindering tourism development and supporting rural revitalization,” said Li Xiangru.
In recent years, Dongcheng Village in Shaoxing, Zhejiang, has transformed its pristine mountains and waters into a natural outdoor sports arena, turning visitors into “athletes” and promoting outdoor activities such as mountain climbing and camping. By hosting events like the Rock Climbing Wave Festival, this small village has burst with athletic vitality and unlocked new opportunities for tourism.
By honing skills through learning, strengthening the body through prevention, and staying fit while traveling… engaging in sports from diverse perspectives and in various ways will enrich our lives with a foundation of health, unveiling an even brighter future.
