With the release of the “Opinions on Strengthening the Construction of Public Fitness Facilities and Promoting Mass Sports” (hereinafter referred to as the “Opinions”), multiple sectors related to national fitness have garnered widespread attention from all segments of society. Industry insiders note that the issuance of the “Opinions” and the accompanying package of policies will provide robust support for the high-quality development of national fitness.

Zhao Aiguo, Director of the Public Services Division of the Mass Sports Department of the General Administration of Sport of China, stated that, as a guiding document for the development of public fitness facilities, the “Opinions” lays out the key challenges and tasks to be addressed in the field of national fitness. It identifies 12 major areas of action, including: conducting surveys on the current state of fitness facilities to establish a comprehensive inventory and identify shortcomings; formulating and publicly releasing a catalog or guidelines listing non‑sport land and non‑sport buildings suitable for fitness facility development; drafting, within one year, a five‑year action plan to address deficiencies in fitness infrastructure; subjecting the construction of large-scale sports venues deemed truly necessary to stringent approval procedures and rational spatial planning, while ensuring their accessibility to local communities; seeking input from sports authorities when preparing plans involving fitness facilities; clarifying policies on utilizing urban idle land, public‑interest construction land, lease‑based land supply, and mixed‑use land for fitness facility development; intensifying reforms to streamline approval processes and improve regulatory services, thereby simplifying and optimizing administrative procedures; building or upgrading approximately 1,000 sports parks nationwide to create new platforms for mass fitness; articulating policies that support the participation of social entities in constructing outdoor fitness facilities; encouraging localities to entrust professional organizations with the centralized operation of school sports venues; standardizing the entrusted management model for public sports venues and developing model contract templates; and strengthening information‑technology infrastructure by implementing standardized specifications for venue digitalization.

According to reports, the National Development and Reform Commission and the General Administration of Sport recently jointly issued the “Implementation Plan for Addressing Infrastructure Gaps in National Fitness Facilities during the 14th Five-Year Plan Period” (hereinafter referred to as the “Plan”), which explicitly outlines the development of six categories of national fitness facilities—sports parks, fitness trails, national fitness centers (small-scale sports complexes), standard athletics tracks and soccer fields within public stadiums, community soccer fields, and public outdoor sports service facilities—and provides subsidies of varying levels. Notably, sports parks and national fitness centers (small-scale sports complexes) may receive subsidies of up to RMB 20 million. These projects are eligible for investment support from the NDRC’s central budget.

Zhao Aiguo explained that several types of venues and facilities mentioned in the Plan—such as sports parks, national fitness centers, and fitness trails—are directly aligned with the Guidelines, serving as one of the specific measures and supporting plans for implementing them. The term “one of” is used because the Guidelines also address community sports events, community sports organizations, and reforms to the social sports instructor system. The Plan primarily focuses on addressing the “shortcomings” in fitness infrastructure—namely, expanding the supply of new facilities and making better use of existing ones—and seeks to remedy gaps and meet public expectations by tailoring solutions to actual needs.

The successive introduction of favorable policies has undoubtedly laid a solid foundation for the high-quality development of national fitness. Moving forward, relevant authorities will further refine these policies, ensure their effective implementation, and continue to elevate the level of public services for national fitness throughout the 14th Five-Year Plan period and well beyond, thereby making new and even greater contributions to improving public health, fulfilling the people’s aspirations for a better life, and promoting well-rounded human development.
